Performance Grading Index 2020-21: Following the recent changes, the Ministry of Education (MoE) has published the Performance Grading Index (PGI) for the academic year 2020-21. The three new top-performing states in education are Andhra Pradesh, Gujarat, and Rajasthan, according to the PGI 2020-21 report. Read the article to know the details about the PGI report.

Seven States and Union Territories, including Kerala, Punjab, Chandigarh, Maharashtra, Gujarat, Rajasthan, and Andhra Pradesh, have achieved Level 2 (score 901-950) in the PGI 2020-21 report. According to the press release, Gujarat, Rajasthan, and Andhra Pradesh are the newest states to achieve the highest level of any State to date.

Performance Grading Index: Highlights

The PGI structure consists of 1000 points over 70 indicators divided into governance management and outcomes (GM) categories. These characteristics are further separated into five domains:

  1. Governance Process
  2. Learning Outcomes
  3. Access
  4. Infrastructure & Facilities
  5. Equity (GP)

PGI 2020-21 divided the states and UTs into ten grades, as in previous years, with Level 1 being the highest grade attainable for states or UTs scoring above 950 out of 1,000 points.

Below are the levels marked as per PGI:

Level 1 (Level 1) Ratings: 951-1000
Level 2: 901-950
Level 3: 851-900
Level 4: 801-850
Level 5: 751-800
Level 6: 701-750
Level 7: 651-700
Level 8: 601-650.

Twelve states, the most, are classified as Level 3. Four are at level 5, 6 are at level 4, six are at level 5, and Arunachal Pradesh has the lowest ranking of all the states-L6. The grade of any state or union territory is L7.

As per the official notification, “The PGI is a unique index for evidence-based, comprehensive analysis of India’s school education system, one of the largest in the world with about 14.9 lakh schools, 95 lakh teachers and nearly 26.5 crore students.”

According to the changes, PGI’s main goals are to support evidence-based policymaking and emphasise course correction to guarantee high-quality education for everyone. So far, the PGI reports for the years 2017-18, 2018-19, and 2019-20 have been made available by the Department of School Education and Literacy (DoSE&L).

At least three districts from Rajasthan-Sikar, Jhunjhunu, and Jaipur-received more than 80% scores in the Performance Grading Index for Districts (PGI) -D 2019-20 report, which was released by the education ministry earlier in June.
